SECTION 1. BACKGROUND

PROPOSAL OVERVIEW:
This proposal to the Borough of Lewisburg for North Fourth Street Improvements in Lewisburg, PA will include concept design with extensive public participation, field investigation, design development, permitting, and construction document preparation.  Services will likely include civil, structural, and electrical engineering services in alignment with all governing codes, laws, and regulations.

GENERAL PROJECT DESCRIPTION:
The project consists of improvements within the right-of-way along North Fourth Street between 5-points intersection (at Buffalo Road/Saint Anthony Street/North Fourth Street) and Cherry Alley intersection in Lewisburg. The intent is to design and implement green infrastructure, such as rain gardens, bioretention swales, and other infiltration and water quality green infrastructure, and stormwater features into a traditional gray infrastructure project. The goals of the project are to reduce stormwater runoff and increase green space. This project will also require public coordination to formulate the concept design plans for the purpose of gathering information from the key stakeholders to evaluate and incorporate into the project concept and ultimate construction design plan.  (See Appendix A to reference the narrative for the request for Program funding.)

GRANT FUNDING INVOLVEMENT
Green Streets, Green Jobs, Green Towns Grant Program (G3) – Chesapeake Bay Trust/United States Environmental Protection Agency/Chesapeake Bay Program Funding
The Borough has been awarded Grant funding in addition to Borough funding to be used to complete the general project description with the intent to then apply for additional funding in a future application round for construction and implementation of the developed construction plans.

SECTION 2.  GENERAL TERMS

  • The Lewisburg Borough reserves the right to reject any or all proposals and to select the proposal that it determines to be in the best interest of the Lewisburg Borough.
  • The contract is subject to the approval of Borough Council and is effective only upon their approval. Tentatively scheduled for Tuesday, August 19th, 2025.
  • Proposers are bound by the deadline and location requirements for submittals in response to this RFP as stated.
  • Proposals will remain effective for Lewisburg Borough review and approval for 60 days from the deadline for submitting proposals.
  • If only one proposal is received by the Lewisburg Borough, it may negotiate with the proposer or seek additional proposals on an informal or formal basis during the 60-day period that proposals are effective.
  • The proposer is encouraged to add to, modify, or clarify any scope of work items it deems appropriate to develop a high-quality plan at the lowest possible cost in response to complete the project description and goals of the funding source. All changes should be identified with explanation.  However, the scope of work proposed must accomplish the goals and work stated in the RFP.

SECTION 3.  PROJECT ASSUMPTIONS
Work elements to be included in the Proposal are as follows:

PROJECT STORMWATER
It is assumed that this project will disturb more than 1 acre and therefore will be required to meet all Union County Conservation District and DEP requirements to obtain an NPDES permit (based on 2025 requirements).

PROJECT UTILITY
New streetlights are included in the project and therefore electrical design and coordination to meet municipal requirements will be required. It is assumed that existing power and controls will remain in place.

PROJECT TRAFFIC/ACCESS
Existing traffic patterns will remain.

LANDSCAPING/SCREENING
Landscaping will be provided in accordance with the relevant ordinance and grant requirements with emphasis on green infrastructure and native plantings.

EXCLUSIONS
The following Scope of Work includes those items necessary to complete the project description and goals of the funding program.  Additional services seen necessary can be included and may or may not come with additional costs at the discretion of the consultant.

SECTION 4.  SCOPE OF WORK
The following professional services will be necessary to complete the project as outlined in the project description.

Concept Design

  • Concept Plans: Draft a concept site plan based on the existing conditions gathered and additional input from the Borough and the information obtained at the Public Outreach Meetings.

In order to develop concept plans and ultimate construction plan documents the consultant will

  1. Council involvement: Attend two (2) Borough Planning Committee meetings and two (2) Borough Council / Work Session meetings to review and present the plan
  2. Public Outreach Meetings: Attend and lead three (3) public outreach meetings to obtain information and discuss the (1) project overview, (2) presentation of ideas, and (3) final presentation.

Field Investigation

    • Topographic and Boundary Survey: A topography and boundary survey will be conducted as needed to develop the concept design.
    • Environmental Site Assessment: A general ESA will be conducted to document the
      conditions of the project area to satisfy current NPDES permit requirements. This ESA will
      consist of background research and site reconnaissance along with conclusions and
      summary as necessary. A report will be generated and provided to the Client providing a
      summary of the study methodology, findings of background research, site reconnaissance
      activities, and final conclusions. It is assumed that an official Phase 1 ESA is not required for
      this project.
    • Infiltration Testing: A local subcontractor shall be secured to excavate test pits and Consultant will perform infiltration testing at proposed stormwater management facility locations. It is assumed that 1 day of infiltration testing will be adequate for this project.

Design Development
Preparation of design plans/construction plans including the below design development elements including construction document preparation.

      • Civil Engineering:

Site Plan: Consultant will finalize the horizontal layout of the project site.

Grading: Consultant will grade the project site in accordance with municipal ordinance
regulations. will provide spot elevations and slope labels at all ADA crossings to
verify compliance with applicable regulations.

Utilities: Consultant will finalize the design of the project utilities as follows:
Storm sewer upgrades: Consultant will design proposed storm sewer to convey the required design storm event as determined by the local regulations.
Electric Power upgrades: Consultant will design underground electrical utility lines to service proposed streetlight improvements.

Erosion and Sediment Control (E&S): Consultant will generate E&S plans, details, and notes detailing E&S measure installation and maintenance for use during construction.

Stormwater Management Plan (SWM): Consultant will generate SWM plans, details, and notes illustrating stormwater management facility installation and maintenance for use during construction and long-term operation of the stormwater facilities.

Landscaping: Consultant will prepare landscaping plan with native plants per the local ordinances and G3 grant requirements.

Details: Consultant will provide all details required to install bituminous pavement, concrete curbs, and sidewalk, storm sewers, signs, trees, green infrastructure, etc. All proposed storm sewers will be profiled to minimize the possibility of utility conflicts during construction.

      • Structural Engineering:

Consultant will design a streetlight footing detail to be repeated at each new light pole.

      • Electrical Engineering:

Electrical, Lighting, & Photometrics: Consultant will provide site lighting and photometric plans.  It is assumed that all existing power and controls for lighting are to remain. No new electric service entrances, electrical distribution, circuiting or controls are included. No receptacles in pole bases or tree planters are included.

Permitting
Typical components of the permitting phase are as follows. Note that these tasks represent the
minimum typical requirements.

      • Civil Engineering:

Borough of Lewisburg Zoning/Planning Pre-Application Meeting: Consultant will schedule and attend a pre-application call regarding the project.
Borough of Lewisburg Site Plan Review: Consultant will submit site, landscaping, E&S, and SWM plans to the Borough for review and comment.
Union County Conservation District Pre-Application Meeting: Consultant will schedule and attend a pre-application call regarding the general NPDES permit package.
Union County Conservation District: Disturbance greater than one (1) acre of land
requires National Pollutant Discharge Elimination System (NPDES) permitting. Consultant will submit E&S and SWM plans and supporting documents and calculations
associated with the NPDES permit application.

SECTION 5.  CONSULTANT QUALIFICATIONS
General Qualifications

The lead consultant or consultant team must have documented experience in the following:

      1. Leadership and successful completion of planning studies of this project type.
      2. Development and implementation of public participation processes such as public outreach meetings with elected officials and stakeholders to formulate concept and design plans including the information gathered.
      3. Development of planning documents and design for public green infrastructure and street improvements projects.
      4. Previous experience with green infrastructure Best Management Practices is highly recommended.
      5. Consultants shall make every effort to involve MBE/WBE/DBE businesses in this project.

SECTION 6. REQUIRED SUBMITTALS

      1. Letter of Transmittal

This letter must include the following:

      • A statement demonstrating your understanding of the work to be performed.
      • A statement confirming that the firm meets the Consultant Qualifications (see Section 5 above).
      • The firm’s contact person and telephone number.
      1. Profile of Firm

This consists of the following:

      • A statement of the firm’s experience in conducting work of the nature sought by this RFP.
      • The location of the firm’s office that will perform the work.
      • Resumes of individuals (consultants, employees) proposed to conduct the work and the specific duties of each in relation to the work.
      • A reference list of other municipal clients of the firm with contact information.
      • Any other information relating to the capabilities and expertise of the firm in doing comparable work.
      1. Work Schedule

The schedule must include time frames for each major work element, target dates for public meetings, and dates for completion of draft and final documents.  The project must meet the timeline identified in the grant award agreement – Period of performance for this award is 5/21/2025 to 6/30/2026.

      1. Cost

The following is the fee itemization for the services described and requested:

      1. Conceptual Plans
      2. Field Investigation
      3. Design Development
      4. Permitting
      5. Total Proposal Cost
      • The total proposal cost should include any reimbursable expenses to be claimed

The itemized costs must be totaled to produce a contract price.  If awarded a contract, a proposer is bound by this price in performing the work.  The contract price may not be exceeded unless the contract is amended to allow for additional costs.

If awarded a contract, the firm may not change the staffing assigned to the project without approval by the Lewisburg Borough. However, approval will not be denied if the staff replacement is determined by the Lewisburg Borough to be of equal ability or experience to the predecessor.

The method of billing must be stated.  The preferred practice of the Lewisburg Borough is to pay monthly upon completion of the work and receipt of the required itemized report of the work completed. However, Lewisburg Borough will consider paying on other specified basis as substantial portions of the work are completed.

      1. Award Requirements

The selected firm must provide a certificate of endorsement naming the Borough as an additional insured.

The selected firm must complete Appendix B MBE/WBE Procurement Form as a requirement of the funding source.

      1. DELIVERY OF PROPOSALS

Two (2) hard copies of the proposal must be submitted in a sealed envelope plainly marked on its outside with “Lewisburg Borough North Fourth Street”. Proposals shall be received until 2:00 pm local time on 7/31/25 at Lewisburg Borough 55 South Fifth Street, Lewisburg PA 17837.

Sealed cost proposals shall be submitted as hard copies. Hard copies of the sealed cost proposals may either be hand delivered or shipped to ensure timely delivery to the project manager as defined below:

All proposals received by 2:00 p.m. on Thursday 7/31/2025 will be given equal consideration. Minority, women-owned and disadvantaged business enterprises are encouraged to apply.

Facsimiles or e-mailed copies will not be accepted. Proposals received after the stated date and time, or at a different location, will not be accepted for consideration.  Lewisburg Borough reserves the right to waive irregularities in the proposal process.

Fourth of July Office, Public Works and Refuse Schedule

The Lewisburg Borough Office and Publics Works Department will be closed on Friday, July 4, 2025, to observe the Fourth of July Holiday.

The trash collection schedule will be altered as follows:  Trash pick-up scheduled for Thursday (7/3/25) will be collected on Wednesday (7/2/25) along with the regular Wednesday pick-ups. Trash pick-up scheduled for Friday (7/4/25) will be collected on Thursday (7/3/25).  Monday, Tuesday, and Wednesday trash pick-up will be on the regularly scheduled day.  Residents are advised to place trash at their designated pick-up location the night before their scheduled pick-up to guarantee service on the specified day.  Thank you.

Lewisburg Borough 2025 Street Paving Projects

New Enterprise Stone and Lime Company, Inc. of Winfield, PA will begin the 2025 Lewisburg Borough Street Paving project in the next few weeks.  The tentative schedule for street paving begins the week of June 23, 2025.  However, please note that street paving is weather dependent and the schedule could change with little to no advanced notice.

Streets which will have all or portion of the roadway surface milled and paved this year in Lewisburg Borough include:

  1. North Seventh Street from Buffalo Road/PA Route 192 to Derr Drive/US Route 15
  2. North Eleventh Street from St. Paul Street to Buffalo Road/PA Route 192
  3. North Front Street from St. John Street to Market Street/PA Route 45 including two accessible ADA ramps
  4. Malcolm Street from University Avenue to Brown Street
  5. Chestnut Tree Alley from St. John Street to St. Mary Street
  6. Chestnut Tree Alley from St. Mary Street to St. Anthony Street
  7. Hawn Alley from St. Louis Street to St. Catherine Street
  8. Plum Tree Alley from St. John Street to Cherry Alley
  9. Raspberry Alley from St. John Street to Cherry Alley
  10. Raspberry Alley from St. Mary Street to St. John Street
  11. Strawberry Alley from St. Catherine Street to the Bucknell University Parking Lot including one accessible ADA ramp
  12. White Pine Alley from South Seventh Street to Hawn Alley
  13. The southern portion of Pine Street near the intersection with St. Catherine Street

In addition, two streets will receive a leveling coat in preparation for tar/chip/fog sealing later in the summer:

  1. Anthony Street from the Borough boundary with Kelly Township at Buffalo Creek to the 5-points intersection at North Fourth Street
  2. North Fourth Street from Cherry Alley to St. Anthony Street at the five points intersection

New Enterprise Stone and Lime Company, Inc. will be posting the project areas as ‘No Parking” in advance of the construction activities.  Please obey all posted signage including the weekly no street parking restrictions associated with street cleaning days.  Vehicles in violation of the “No Parking” restrictions will be towed at the owner’s expense.

As always, please obey all road closed signage and construction flagging.  Please keep construction workers safe on Lewisburg Borough streets.  Lewisburg Borough understands that street construction projects can be a temporary inconvenience to residents and travelers.  However, street repairs and street maintenance are important to all residents of and visitors to Lewisburg Borough.

 

 

 

Lewisburg Safety Action Plan – Public Engagement Comments and Recommendations

The Borough of Lewisburg is excited to announce the development of a Comprehensive Safety Action Plan!

This project is funded by a Safe Streets and Road for All (SS4A) planning grant from the US Department of Transportation. When completed, the Plan will help to improve safety for all modes of transportation by identifying needs within the network and appropriate countermeasures, and guiding transportation safety investments for the next several years.

Phase 2 of the public engagement process kicked off on May 21, 2025 with the second Public Open House held on May 21, 2025 from 7:00 to 8:00 PM at the Lewisburg Hotel. This meeting focused on reviewing draft proposed recommendations, and gave participants an opportunity to ask questions of the project team and provide comments. Participants were also asked to provide input that will inform the prioritization of proposed projects. REFUSE COLLECTION HOURS REMINDER

Lewisburg Borough Refuse Collection between the hours of 6:30 am – 3:00 pm

Lewisburg Borough would like to remind all residents, property owners, and businesses that collection of your refuse could occur anytime between 6:30 am – 3:00 pm on your scheduled refuse pick-up day.  Although you may have become accustomed to our Refuse Crew collecting your refuse at a certain time of day, please note that schedules change (as happened today due to equipment failure).  Today, we had multiple people running behind the refuse truck with their household garbage because it was not out at the curb for collection when our crew passed their property.  Such a practice is dangerous for the resident who is running down the street with garbage bags in their hands and slows down our crew when they have to make additional unplanned stops.

Please make sure you have your bagged refuse in your water-tight container at the curbside/roadside by 6:30 am on your scheduled day of collection.  Please also note that Lewisburg Borough will be altering some of its daily trash collection routes for better staff efficiency and to help with equipment wear and tear.  The day of your refuse collection will not change, but the time of day your refuse is collected may vary.  It is very important that your refuse containers are curbside/roadside by 6:30 am on the scheduled day of collection as the Refuse Crew will not be able to return later in the day to collect refuse that was placed out after they already passed.
